Dr Sultan Bashir-ud-Din Mahmood is a distinguished nuclear engineer and Islamic scholar with an international reputation. Renowned as the pioneer of Pakistan’s nuclear programme, he studied for his Masters in Nuclear Engineering at the University of Manchester, UK, and has been Director General of the Pakistan Atomic Energy Commission. In August 2001 he and one of his colleagues met with Osama bin Laden in Afghanistan. He has denied that they discussed nuclear weapons. Nevertheless, as a result of this meeting, and having declared a sympathy for the Taliban, this led to his dismissal from Pakistan’s nuclear operations. Even though he was considered innocent and released on 22 December 2001, and despite clear indications from the CIA that he is not involved with any terrorist organisation, Dr Sultan Bashir-ud-Din Mahmood was declared a terrorist by the US president in his televised address on 23 December 2001. Recently the Pakistan Government has placed him on an exit control list and he is not allowed to travel anywhere.
